Having attended the University of Miami on a football scholarship, then worked the city as a popular beat cop, Tom Moore has the local smarts to be picked as head of the FBI task force Operation Guardian, which aims to target international crime in the sun-drenched city.  His big problem: Russian nationals Roman and Emile Rostoff, known as the Blood Brothers, have built a deadly and highly effective crime syndicate on his doorstep.
